Directions & Parking

From Washington, DC

Take New York Avenue to Baltimore/Washington Parkway; follow the Parkway (295) north to I-195 and BWI. From north and west DC, you can take the Washington Beltway (495) east to I-95, heading north to I-195 and take the BWI exit. You may ride Amtrak, MARC, or connect to the BWI Express Metro Bus to BWI. Check out our Washington, DC ground transportation page for more information.

From Richmond and South

Take I-95 North toward Washington, DC. Though it is shorter to stay on I-95, traffic may make it faster to follow I-495 (Washington Beltway) west, skirting DC and rejoining I-95 north of Washington, DC. Head on north I-95 to I-195 and the BWI exit. You may also take I-95 to Route 301, which turns into Route 3 and then I-97. Follow the signs to BWI. Or you may take Amtrak direct to BWI.

Directions from Gaithersburg

Take I-270 Southbound toward Washington to the Capitol Beltway (I-495). Take I-495 East toward Baltimore, to I-95. Go North on I-95 toward Baltimore to I-195. Take I-195 East (exit 47 off of I-95) toward BWI Airport. Follow the signs to the terminal.

BWI is served by a comprehensive assortment of parking facilities designed to meet the needs of every airport user — stays of less than an hour in close, covered, premium spaces, to parking for more than a week on super economical long-term lots. Uniformed security police patrol all of BWI's parking lots, and regularly scheduled shuttles assure swift and comfortable movement of passengers and baggage to and from the airport.

Complimentary Parking Services
As well, patrons of BWI’s parking facilities have access to a host of other customer services on an as-needed basis. For example, we’d be happy to provide jumper cable services for a dead battery, change or inflate your tires, and assist with opening your car doors if your keys are locked inside. (Note this service is only possible when it can be done without any damage to the vehicle). Call box locations in BWI's parking facilities provide more details.

For the most up-to-date parking information, please listen to radio station 1040 AM as you approach the terminal. All parking lot shuttles operate 24 hours a day, 7 days a week. For your convenience, all parking lots accept most major credit cards. Parking rates are subject to change. Parking lots or garages may become filled and close. Patrons may have to park at other available lots at posted rates.

Hourly Garage - Closest to the Terminal

Hourly parking is located in this convenient garage offering the closest parking available near the terminal. With easy entrance and exit on I-195, the garage is ideal for short weekday business trips. "Smart parking" has been installed throughout the garage. Let us guide you to an empty space.

As always, you can pay before you return to your car with our "Pay & Go" machines, located in the Sky Bridges connecting the Hourly Garage to the BWI Airport Terminal. The first 30 minutes in the garage is FREE, each half hour thereafter is $2.00, up to a maximum of $20 for the day.

Daily Garage - More Covered Parking Available Only at BWI

BWI's Daily Parking Garage is located at MD 170 and Elm Road. From 195 exit at 1-A. The garage has 8,400 spaces for daily use in close proximity to the Airport terminal. As well SMART Park technology has been installed throughout the garage. Let the green lights be your guide to an empty space. Rates are $2.00 per hour to a 24-hour max of $10. Frequent shuttle bus service is provided from the garage to the terminal.

Express Parking - Current Sale $9.00/day with coupon through September 1, 2008

Express Parking provides customers at BWI with a personalized, efficient parking experience. Motorists who park at an Express Parking space are picked-up by a shuttle directly at that space. Upon returning to the lot, the shuttles deliver customers and luggage directly to your vehicle. Regular rates are $3 per hour up to $14 per day.

The Express Parking lot is located on Elm Road across from BWI's Daily Garage. Take exit 1-A off of 195. The Express Parking lot is served by 11 brightly painted shuttle buses.

Long Term Parking

Long-Term parking lots are served by closely scheduled shuttle buses to assure that you make your flight comfortably and quickly. Covered passenger collection points make this parking service convenient even during inclement weather, and the economical rates make these lots the vacationers' choice. Rates are $1 per hour, up to a maximum of $8 per day.

Cell Phone Lot - It's Free!

BWI has a free cell phone lot for patrons waiting for a phone call from an arriving passenger at the terminal for a pick-up. By using the lot, motorist can avoid circling BWI airport roadways while waiting for incoming passengers. The lot has 50 parking spaces and provides for quick access to the terminal to meet your guests.

The lot is located across from the entrance to the Daily parking garage on Elm Road and in front of the ESP lot. From 195 take exit 1-A.

Pre-Pay Parking for Quick Exit

There are a total of six “Pay-and-Go” machines in the Skywalk connecting the Hourly Garage to the BWI Airport Terminal, allowing travelers to pre-pay parking fees, saving time and money, before exiting the hourly garage through an automated toll lane or staffed toll lane.

When using BWI’s hourly garage, travelers should keep their parking voucher with them when going into the airport. Before returning to the garage, customers can use the yellow Pay-and-Go machines to pay their parking fee with cash or credit. The parking voucher will be validated and returned, providing customers with an additional 30 minutes free to return to their cars and exit the garage.

Pay-and-Go machines are located in the Concourse A, B and D Skywalks.

There are also 8 Pay-and-Go machines in the Daily Garage located at the bus lobby areas.

Directions from Rockville

From York, Harrisburg and the North

Follow I-83 South to the Baltimore Beltway (I-695), head West (marked Pikesville). Follow the Beltway to I-95 (Exit 11) taking the southbound lanes Washington, DC). Stay on I-95 to I-195 and BWI.

From Philadelphia and Northeast

Follow I-95 South (marked Washington, DC) through Fort McHenry Tunnel. Continue on I-195, taking the BWI Airport exit. You may also choose Baltimore’s Harbor Tunnel on I-895, connecting with the Baltimore/Washington Parkway (295) South to I-195. Follow signs to BWI. Or you may take Amtrak directly to BWI.

From Annapolis or the Eastern Shore

Take I-97 North from Annapolis. Or follow US 50 west across the Bay Bridge to Annapolis, then take I-97 and follow it north to BWI. Exit on Dorsey Road and follow the signs to BWI. On nearing the airport, you will find signs marking the easy-to-follow routes to the Terminal and parking lots.

From Baltimore

Take Russell Street, which becomes the Baltimore/Washington Parkway (295). Follow the Parkway south to I-195 and BWI. Or, follow the signs from Downtown/Inner Harbor and take I-395 to I-95 south (Washington, DC); proceed to I-195 and take the exit to BWI. Or you can take Light Rail direct to BWI.

From Wilmington and Delaware

Follow I-95 South (marked Washington, DC) through Fort McHenry Tunnel. Continue on I-195, taking the BWI Airport exit. You may also choose Baltimore’s Harbor Tunnel on I-895, connecting with the Baltimore/Washington Parkway (295) South to I-195. Follow signs to BWI. Or you may take Amtrak directly to BWI.

From Frederick, Hagerstown and the West

Follow I-70 East (Baltimore) to the Baltimore Beltway (I-695). Take the southbound exit towards Glen Burnie and follow the Beltway to I-95 (Exit 11) towards Washington, DC. Follow I-95 south to I-195 and take the BWI exit. Or you can take the Boston Maine Airways Clipper Connection directly from Hagerstown.

Liquids (including beverages), gels, and/or aerosols purchased in the sterile area may be carried onboard the aircraft.

Many common household and workplace items may seem harmless, but when transported by air, they can be very dangerous. In flight, variations in temperature and pressure can cause items to leak, generate toxic fumes, or even start a fire.

We encourage you to read the following list of items before your next flight to avoid packing things that can be very dangerous. The following items are examples of hazardous materials that should be left at home when you fly!  For a comprehensive list of prohibited items compiled by TSA, visit their web site.

Exceptions for personal care, medical needs, sporting equipment, and items to support physically challenged passengers include:

Personal care items containing hazardous materials (e.g., flammable perfume, aerosols) may not be carried on board.

Firearms and ammunition may not be carried by a passenger on an aircraft. However, unloaded firearms may be transported in checked luggage if declared to the agent at check-in and packed in a suitable container. Handguns must be in a locked container. Boxed small arms ammunition for personal use may be transported in checked luggage.

Dry ice (4.4 pounds or less) for packing perishables may be carried onboard an aircraft provided the package is vented. Boxes must be properly marked. Agent must be notified of contents at check-in.

Electric wheelchairs must be transported in accordance with airline requirements. The battery may need to be dismounted.

One self-defense spray not exceeding four fluid ounces by volume that incorporates a positive means to prevent accidental discharge may be carried in checked baggage only.

Warning: It's the law! Violators of federal hazardous materials regulations (49 CFR Parts 171-180) may be subject to a civil penalty of up to $27,500 for each violation and, in appropriate cases, a criminal penalty of up to $500,000 an/or imprisonment for up to five years. Q: How do I get to Baltimore/Washington International Airport (BWI)?

Q: How early do I need to arrive to the airport before my flight?
A: Suggested arrival time varies from airline to airline between 2-3 hours. Please contact your airline for their specific arrival time suggestion. BWI Airport suggests allowing additional time to park and ride the parking shuttle to the BWI Airport terminal.

Q: Where is the closest gas station to the BWI Marshall terminal building?
A: The BWI Shell Station is located just off of Aviation Boulevard. You can get directions here. They are open 24 hours.

Q: What are the baggage restrictions?
A: The airlines regulate baggage size and weight limits, so check with your specific airline. Travelers are permitted one carry-on bag and one personal item, such as a purse, briefcase or laptop.

Q: What identification is required to check-in and proceed through the security checkpoints?
A: government issued, photo ID is required to receive your boarding pass. For additional information, please contact your airline.

Q: Can persons without tickets accompany travelers to the airline gates?
A: Due to the Transportation Security Administration (TSA) security measures, only ticketed passengers or authorized personnel are allowed through security checkpoints. Special arrangements can be made with your airline for accompanying children or others needing assistance to the gate.

Q: Whom can I contact to make arrangements for wheelchair assistance?
A: You can prearrange for a wheelchair and other passenger services with your airline.

Q: Is curbside check-in available?
A: Yes, curbside check-in is available for most airlines. Please check with your airline ahead of time for specific information and hours of operation.

Q: Can I park my vehicle in front of the terminal long enough to get out and unload my baggage?
A: You are allowed to unload your baggage at the curbside in front of the terminal. Someone will need to be with the vehicle at all times. Unattended vehicles are subject to towing.

Q: Are there any places to store baggage at BWI Airport?
A: Baggage storage has been suspended by order of the Transportation Security Administration (TSA).

Q: Can BWI Airport page someone for me?
A: Yes, we have staff available to page someone for you whether you are in the terminal or calling from another location. If you are in the terminal you can simply pick up a Courtesy Phone and dial “0”. Courtesy Phones are located through the BWI Terminal. If you are calling from another location, please call 410-859-7111 or 1-800-435-9294 and follow the automated instructions to speak with an airport representative.

Q: How do I check-in if I have an e-ticket versus a paper ticket?
A: Generally, passengers with e-tickets may check their luggage curbside and bypass the ticket counters. If not checking baggage, passengers may go directly to the gate. However, contact the airline in advance since procedures vary.

Q: Where can I exchange money at BWI Airport?
A: Currency exchange services are available at BWI Airport with The Change Group. They are located at the ticket counter between US Airways and Continental Airlines. They are also located in the International Terminal, Concourse E on the lower level. For more information please call The Change Group at 410-850-5402.

Q: How can I become a vendor at BWI Airport?
A: You can find information on doing business with the Maryland Aviation Administration by going to the MAA Web Site.

Q: Where can I find lost & found items?
A: Lost & found items can be retrieved either at your airline’s Lost & Found office, the BWI Airport Lost & Found Office located between Concourse B&C/Upper Level, or the Transportation Security Administration (TSA) Lost & Found office. Please contact your airline directly to find out their lost & found phone number. To contact BWI Airport Lost & Found, please call 410-859-7387 or e-mail maalostandfound@bwiairport.com.

Q: Where do I go for lost baggage?
A: Lost baggage is the responsibility of each airline. Please call you airline for further information.

Q: Does BWI Airport have designated parking for people with disabilities?
A: Yes, all parking facilities at BWI Airport have designated parking for persons with disabilities. Detailed information on parking facilities at BWI Airport is listed under the Directions and Parking section of the BWI Airport web site.

Q: Where can I pick someone up at BWI Airport?
A: Only ticketed passengers are allowed through security. Therefore, BWI Airport suggests meeting passengers in baggage claim or outside of their arrival concourse. This information can be found on arrival/departure monitors throughout the airport and under the Flight Status section of the BWI Airport web site. If you choose not to meet the arriving passenger in the airport, BWI offers free parking for an hour in the parking garage directly across from the terminal.

Q: How early/late is the BWI Airport Terminal open?
A: The BWI Airport terminal is open 24 hours a day, 7 days a week. Please contact your airline to find out their specific ticket counter hours.

Q: How late are parking facilities open at BWI Airport?
A: The BWI Airport parking facilities are open 24 hours, 7 days a week.

Q: Where can I observe planes taking off and landing?
A: Thomas A. Dixon Observation Area and Park is located on Dorsey Road/ Route 176 East. From 95, take 195 east, to 170 east. Make a left on Dorsey Road/ Route 176. Go three miles and the park will be on your right hand side.

Q: How can I get a job at the airport?
A: Check out the new BWI Job Center located on the ticketing level, Concourse C next to American Airlines. Except for Federal Holidays (when the Center is closed), the Job Center is open Monday through Friday from 11:00 a.m. until 4:00 p.m., and aims to provide career information to job seekers and current employees. For more information contact the Center at 443-603-6615 or 410-365-6501. At the job center, patrons can access computers for available job searches and can leave resumes at the center to be shared among employers throughout the State and around BWI specifically. Not only does the Center provide information on job openings, employees can also find information on transportation options and transit benefits, answers to inquiries concerning the Anne Arundel County College operations, training, events and employer services as well as printed catalogs and schedules of classes.

Another option would be to visit the Maryland Workforce Exchange website. You'll note the site provides a link option to BWI Thurgood Marshall airport-related jobs. As well, if you are interested in working for one of the vendors or airlines at BWI Airport, you may also contact them directly. For employment with the Transportation Security Administration (TSA), please visit their web site. For employment with the Maryland Aviation Administration, please visit the MAA Web Site.

Q: Is there meeting space available at BWI Airport?
A: Yes, there is meeting space available at BWI Airport located on the Upper Level of the terminal building, between Concourses “D” and “E”, on the public side of security.

The conference room is available for rent seven days a week, between 6:30am and 6:30pm. For more information, please call the Maryland Aviation Administration at 410-859-7661.

Q: Where can I smoke inside the Airport Terminal?
A: In accordance with the Code of Maryland Regulations (COMAR) 11.03.01.08, smoking is permitted only in designated areas of the Airport and its facilities. Effective January 1, 2008, the designated smoking areas will be on the outer curb (center island) of the upper and lower levels of the terminal. Smoking is prohibited on the inner curb of the upper and lower levels and all other areas of the terminal.

Services for the Disabled

TDD Phones for the Hearing Impaired

There are public telephones equipped with TDD devices throughout the airport. Direct passengers to these machines first when a TDD is requested. There are also TDD phones at Pier C Information desk and the Welcome Center desk. They are kept in the drawer and should be taken out to use when a customer requests the use of one. The machine is placed on the counter, the plug goes into the outlet and the wall, and then the receiver from our phone is placed onto the TDD machine.

Visual Paging for the Hearing Impaired

Visual paging monitors are available at the lower and upper levels at all Piers. Contact Communications to display a message. The message will be displayed on the screens for the hearing impaired passengers.

Lift-Equipped Buses

All of the shuttle service to the parking lots and to the railroad station can be provided by lift-equipped buses. First Transit (Operator of the shuttle bus service) at 410-684-3346 to request a wheelchair accessible shuttle bus. It usually takes a few minutes for them to send a specially requested bus.

Unisex Bathrooms

These bathrooms are especially equipped for people with disabilities. It is possible for a person with a disability to use them with or without an attendant. They are especially useful if a person with a disability is traveling with an attendant of a different sex as the room may be used by one person/group at a time. The only unisex bathroom before security is located behind the pier D ticket counters.

Wheelchair Service

Wheelchairs can be obtained with or without a skycap by contacting one of the skycaps or an agent. You can call communications and have them page a skycap with a wheelchair from the traveler's airline.

Parking

Handicapped parking is available in all BWI Parking Facilities.

BWI CUSTOMER SERVICE CENTER / LOST & FOUND OFFICE

The BWI Customer Service Center is located on the upper level of the terminal near Concourse D – behind the Air Tran Ticket Counter. The hours of operation are 9:00 AM - 5:00 PM Monday through Friday. You may contact the Customer Service Center at 410-859-7992.

The Lost & Found Office is located in the BWI Landside Operations Center between Concourse B & C on the upper level of the terminal.
You may contact the Lost & Found Office direct at 410-859-7387. You may also contact Lost and Found by sending an e-mail to maalostandfound@bwiairport.com. All calls and e-mails will be returned. If you suspect an article was lost at a security checkpoint, contact the Transportation Security Administration at 410-303-7305. If an article was lost at an airline gate area or on an aircraft, please contact the airline directly.







UNITED SERVICE ORGANIZATION (USO)

International Gateway Lounge | Lower Level, International Pier, Beside Baggage Claim 14
HOURS: 6:00am-10:00pm, Daily

The USO International Gateway Lounge is a $1.1 million, 5,000 square-foot facility serving 99 percent of the U.S. Armed Forces traveling to and from duty stations in Europe, Southwest Asia and the United States.
The Lounge serves as a “home away from home” to military personnel traveling through BWI Airport. Access is privileged to active duty and retired military personnel, National Guard, reservists, merchant marines and dependents. Military ID is required. DoD contractors and civilians authorized access with ID.

Welcome BWI Travelers and Guests!

The staff at BWI Thurgood Marshall airport welcomes you. We understand (and hope you will too!)that often travelers can be unfamiliar with airline and security procedures, as well as navigating their way around a busy terminal to depart for a flight or meet and greet arriving family and friends.

BWI offers these tips as a portal to information you need to ensure your travel arrangements go as planned.

Flight Information:

The best travel advice is to arrive at the airport early. This way you have time to react to any changes you might encounter. If you are making travel plans, or expecting a guest, check your flight status on-line or check with your airline for appropriate information. Make sure you have your airline’s 800 telephone number with you, or preprogrammed in your phone, so if your flight is cancelled, or if you are in a line, you can reach them on the phone for rerouting. Remember, if you’re traveling out of the country, new rules might require you to take your passport to get back to the U.S. Also, we suggest you keep your wallet, keys and/or cell phone with you and not in your checked luggage.

Customer Assistance:

While you are in the BWI terminal, questions can be addressed at our passenger information desks located throughout the terminal. The Concourse D customer service desk is operated daily from 5:00 a.m. to 9:00 p.m. Please note, BWI’s customer service desks are staffed by Pathfinder volunteers, and hours at other desk locations may vary. For assistance with facilities and after-hours assistance, call on our airport management assistants at 410-859-7736 or pick up a white courtesy phone located throughout the terminal. Parking and Ground Transportation:

At BWI, parking is plentiful. BWI’s Smart Park system makes it easy to find a space in the Hourly or Daily garages. Just follow the green lights to an empty space. Or choose BWI’s Express lot, now offering a special Express for Less rate of $9.00/day through September 1, 2008. (Visit www.bwiexpressserviceparking.com for coupon.) Since we know this lot may fill on peak travel days, please use your coupon at the Daily lot IF the Express lot is closed. If you’re picking up a passenger and time is of the essence, use our cell phone lot located in front of the Express lot on the parking map and have your guests call you when they deplane. It’s quick, easy and you avoid circling around the terminal.

BWI offers a variety of ground transportation options, so if you are renting a car, or looking for shuttle or taxi information, you’ll find these service desks on the lower level of our terminal. BWI is also served by an airport train station. Access to the Amtrak and Marc train schedules is available through the ground transportation area of our website.

Security:

TSA is educating passengers how to SimpliFLY your travel by expeditiously navigating through security checkpoints. Remember, there are some other Do’s and Don’ts regarding what you can carry through the checkpoints. Please be reminded, to not wrap gifts in your luggage; they may be opened for inspection. Instead, the U.S. Postal Service may be a good option.

Spending Time in the Terminal:

BWI is Wi-Fi Accessible. The high-speed Wi-Fi network at BWI is now operational in all secure areas, concourses A/B, C, D and E of the airport as well as the Observation Gallery. Areas outside of the security zones, including ticketing and baggage areas, will be online in the near future. Travelers can purchase either a day pass or a monthly plan for their internet access services.
BWI has opened new restaurants and retail offerings both pre-security and down our concourses. Check out the concession offerings in A/B Terminal and Terminals C, D and E and choose what interests you.

Baggage Claim:

Baggage is a service of the airline. At BWI, particularly in the A/B concourse (served by Southwest), often you arrive in the baggage area before your luggage. To help simplify your retrieval when suitcases arrive en-mass, we suggest using a distinctive luggage tag, or marking, on your luggage so you can identify it quicker.

A Recreational Resource for Communities of Anne Arundel County

Welcome to the BWI Trail! We are proud to provide the communities of northern Anne Arundel County with a recreational resource to share with family and friends. To our knowledge, BWI Airport is the only U.S. airport to have a dedicated hiker/biker trail, and its success is evidenced by people like you who have been using it every day since the first sections opened on July 23, 1994.

The 12.5-mile scenic trail encircles airport property and connects hikers, bicyclists, walkers and joggers to community resources, public transportation and area attractions. Most of the trail is constructed of asphalt; however, wooden boardwalks were used in environmentally sensitive areas to protect natural features. The trail has been built and maintained through a public/private cooperative effort that includes the Anne Arundel County Department of Recreation and Parks, the Maryland Aviation Administration, the State Highway Administration, the BWI Airport Neighbors Committee, the Maryland Department of Natural Resources and the Mass Transit Administration. Rangers from the Anne Arundel County Department of Recreation and Parks routinely patrol the BWI Trail during daylight hours.

The Trail begins at the Linthicum Light Rail Station, runs past the historic Benson-Hammond House, home of the Anne Arundel County Historical Society, and continues along Aviation Boulevard to the Stewart Avenue Bridge. At the bridge, trail users have two options: continuing over the bridge for connection to the B&A Trail or the Cromwell Light Rail Station; or, traveling westward to the Thomas A. Dixon Jr. Aircraft Observation Area.

The observation area provides a park-like setting for viewing aircraft using BWI, with public parking spaces and rest rooms, a tot-lot, bicycle racks and a trellis with aircraft identification markers and bench seating. During the summer months, stop there to enjoy hot dogs, snowballs and refreshments.

Leaving the Aircraft Observation Area to travel west along MD 176, the Trail crosses over to airport property at the intersection of MD 176 and WB&A Road. It continues west to Aviation Boulevard (MD 170) where it turns north. Crossing MD 170 at the Stoney Run interchange, the Trail then travels up the west side of MD 170 to the BWI MARC/Amtrak Rail Station. Near the station, a pedestrian bridge crosses over I-195. Beyond the bridge trail users again have two options. One leg of the Trail crosses Elkridge Landing Road and proceeds north, past the BWI Business Center Light Rail Station, through Andover Equestrian Center, and past the Lindale/Brooklyn Park Middle Schools, where it meets the original section of the Trail.

The second option is a half-mile spur, including a pedestrian bridge over MD 170, to the Maryland Department of Transportation (MDOT) headquarters building. A bicycle rack is located in the rear of the headquarters building. This is the end of the dedicated hiker/biker trail. From this point, pedestrian/bicyclist access to the BWI Airport terminal is by means of a sidewalk and an on-road bicycle route beginning directly across Elm Road from the headquarters building. This route leads to the BWI Light Rail Station adjoining the International Terminal. Additional bicycle racks are located in the Light Rail Station.

Hotel boards and phones are located on the lower level of the BWI Airport Terminal, near the Baggage Claim belts 5 and 9 and in the International Terminal. Most hotels in the vicinity of BWI provide a free shuttle service for their guests.

AT BALTIMORE/WASHINGTON INTERNATIONAL AIRPORT (BWI)
Aviation Transportation Security Act

On November 19, 2001, President Bush signed the Aviation and Transportation Security Act making airport security a direct Federal responsibility. One requirement of the Transportation Security Act is to establish qualification standards for screeners to be employed by the Federal Government.

“We have made funds available to the aviation industry to fortify cockpits. More federal air marshals ride our planes – and more fighter jets patrol our skies. In uniform and in plain clothes, brave men and women watch over us all.

“For the first time, airport safety will become a direct federal responsibility ... New federal agents will be hired to inspect passengers and screen baggage. These officers will not be permitted to strike – they can be quickly removed if they neglect their work, and they must be U.S. citizens.

“At the same time, this agreement gives the federal government the flexibility to do whatever it takes to improve on what is a safe system in order to ensure a safe transition to this new security system.”

Transportation Security Administration (TSA)

The TSA, chartered by Congress last year, has taken over transportation security nationwide, beginning with aviation security. Secretary Mineta announced the formation of a senior advisor program to bring private sector best practices to the TSA. Under this program, executives from some of the nation’s leading firms will be loaned to the TSA to help establish the new agency. The initial executives in the Senior Advisor Program are: Chris Billings, General Manager, Airport Guest Services; Walt Disney World Co., Orlando, Fla.; Lisa Glatch, Sr. Vice President, Human Resources and Administration, Fluor Corporation, Aliso Viejo, Calif.; Tom Kennedy, Ph.D., Vice President, Quality, Solectron Corporation, Milpitas, Calif.; Randal Null, Program Director, Mergers & Acquisition, Intel Corp., Santa Clara, Calif.; Ben T. Smith, Vice President, A.T. Kearney, Inc., Santa Clara, Calif.

The TSA was designed to be a flat, distributed organization, with a relatively small Washington headquarters and most of the more than 40,000-member agency based at airports throughout the nation. At each airport, the TSA’s Federal Security Director will lead federal security operations, responsible for hiring and training federal security employees, directing all federal law enforcement activity throughout the airport in coordination with local authorities. The initial phase of federal security director recruitment will fill positions at the nation’s 81 largest airports. Recruitment for positions at the balance of the nation’s 429 commercial airports will proceed in a parallel process managed by the department.

Baltimore/Washington International Airport (BWI)
WHAT DID TSA DO AT BWI?

On January 16, 2002, Secretary Mineta announced that, beginning immediately, TSA would work with the State of Maryland to use BWI Airport as a site to study airport security operations, test TSA deployment techniques and technology, and to train senior managers for the TSA. The TSA used its findings to develop new procedures for all commercial airports. That includes working with the airline and security personnel at Pier C and at the Explosive Detection System (EDS) machines to learn the passenger and baggage screening processes.

OTHER AIRPORTS?

On February 1, 2002 - the TSA announced it would study security at 15 airports during the next six weeks. The Airports are located in Anchorage, Alaska; Atlanta; Baltimore, MD; Boston, MA; Charlotte, N.C.; Chicago O'Hare, IL; Dallas, TX; Grand Rapids, Mich.; Louisville, Ky.; Minneapolis; Mobile, Ala.; New York John F. Kennedy; Orlando, Fla.; San Francisco, CA; and Spokane, WA.

BWI, however, remains the primary “test” site for the field-testing of potential new security measures, which may be eventually implemented at all commercial airports.

WHEN DID TSA ARRIVE AT BWI?

TSA began visiting the Airport and meeting with State and Federal officials and the airlines at BWI following the Jan. 16 announcement.

Secretary Mineta said he had been to BWI numerous times since September 11th, just to watch and learn. FAA has a terrific, dedicated team there, led by the Airport’s Federal Security Manager Amy Becke, who Mineta said “has already taught me a lot.” During the first week of January, Secretary Mineta spoke to Governor Glendening, who pledged his full support of making BWI a model. The airlines at BWI have similarly stepped up to help.

Introduction

The Maryland Aviation Administration’s (MAA) Office of Communications is committed to serving the needs of the traveling public and the mass media. The MAA owns and operates Baltimore/Washington International Airport (BWI) and Martin State Airport and regulates the State of Maryland’s 36 public-use airports. The purpose of the MAA’s Media Guide is to provide the local and national media with the means to obtain information and assistance from the MAA and the tenants of BWI and Martin State Airports. In addition, the MAA Office of Communications provides access to information about regional aviation programs and serves as a liaison to commercial airlines and the Federal Aviation Administration (FAA).

MEDIA ACCESS TO PUBLIC AREAS

Photography of the security checkpoints at the entrance to each pier is prohibited. These security screening areas, the equipment and personnel may not be photographed according to Airport security policy.

In addition, only ticketed passenger may proceed through security according to post-9/11, FAA direction. The media is welcome in public areas that include but are not limited to terminal lobbies and hallways prior to the entrances of security screening areas at BWI and Martin State Airports. Public areas also include parking lots, garages, roadways and designated aircraft observation areas.

When filming at the airport, taking still photos, or conducting interviews, all media should contact the MAA Office of Communications for assistance prior to arriving at BWI. Media representatives are required to display press identification and identify themselves to anyone they interview, photograph, or film.

The media should not block or restrict movement anywhere in the terminal and entrances and exits should not be obstructed. When conducting interviews, the media must not interfere with airport or airline operations.

Aircraft arrivals and departures may be viewed from the BWI Observation Gallery, the upper level terminal roadway adjacent to Concourse A and the International Pier. The Thomas A Dixon Observation Area along Dorsey Road (MD-176) is an ideal location to view arrivals and departures near the south end of Runway 15/33 L, one of BWI’s two primary commercial jet runways.

At Martin State, arrivals and departures can be viewed from the Administration Building or as directed by Martin airport management personnel. The MAA reserves the right to restrict media activity at any location on airport premises if public security, safety, or operational concerns so warrant.

MEDIA INQUIRIES

All requests for interviews with MAA representatives should be made to MAA Director of Communications, Jonathan O. Dean, who will provide the appropriate spokesperson to address the particular topic of the interview.

The first available communications representative on-scene, or the communications representative best able to provide information about the incident, accident or event will answer calls to BWI as a result of on-going incidents, events, and or accidents. (See also WEATHER and DELAYS)

BWI will answer all telephone calls in the order the calls are received. Requests for telephone interviews will be honored if the interview will occur immediately. Communications staff may not be able to hold for an extended period of time if other calls are being received or if staff members are awaiting return calls.

Calls to Martin State Airport regarding ongoing incidents, events and/or accidents will be forwarded to the MAA Office of Communications. If the incident is of such a nature that it requires a member of MAA Communications to be at Martin State Airport, that person will handle inquiries at Martin State upon their arrival.

PARKING AND LIVE SHOTS

Media personnel will park all vehicles in the public parking lots. Television trucks providing a live shot or satellite feed may park in the grass and next to the entrance of the parking lot outside the international pier. Take Interstate 195 to Aviation Boulevard to Elm Road. Turn left at the first traffic light, cross the light rail tracks and turn right onto a service road that leads toward the international pier and BWI’s light rail station.

All vehicles must be attended at all times on airport roadways. Unattended vehicles will be ticketed and towed at the owner’s expense. MAA Communications personnel, time permitting, will validate the parking claim check for media who park in BWI’s short-term garage or parking lots. Validated parking stubs allow the holder to exit BWI parking lots free of charge. At Martin State, there is no charge for parking.

If there is a serious incident or emergency, BWI will designate a staging area for media parking. Transportation for media and equipment will be provided by BWI. Media will be notified via telephone, FAX and/or Internet web site of the location of the staging area.

WEATHER and DELAYS

Airlines, FAA air traffic controllers and pilots determine the delay, cancellation or re-routing of flights. Inquiries about the number of impacted flights and passengers should be directed to individual airlines.

Adverse weather conditions could affect airport operations due to airfield conditions, visibility or other reasons. The airport does not close during most inclement weather conditions. At times, there may be an interruption in operations in order to clear snow and ice from the runways or ramps. Atmospheric conditions, navigational equipment, aircraft equipment, pilot qualifications, aircraft de-icing, ground movement and terminal gate availability all impact decisions to have flights delayed, canceled or re-routed to other airports.

Only during severe weather would the runways close for any extended period of time. Flights may be delayed or canceled due to weather at the flight destination or in other cities. The terminal would remain open unless damaged or other safety concerns warrant closing all or part of the terminal. Some airlines or the FAA may delay arrivals or departures until visibility and conditions improve.

POLICE INCIDENTS

If a criminal investigation is underway, coordination of press activity will be the responsibility of the Maryland Transportation Authority (MdTA) Police. MdTA Public Affairs will answer questions. Filming of crime, accident or incident scenes or other investigative events will be controlled by the MdTA Police.

COMMERCIAL FILMING

Requests to film at BWI should be made to the MAA Office of Communications. MAA Communications will coordinate requests to film at Martin State Airport through the Airport Manager. Media interested in filming passengers, aircraft and/or equipment of a particular airline must receive approval from MAA Communications and that airline’s corporate or local contact. MAA Communications will assist the media in contacting the airlines. FAA security measures are always enforced.

Requests for commercial or non-profit filming should be directed to Nancy Sites of the MAA Office of Communications at 410-859-7026. Applicable charges and insurance apply and a Location Agreement must be completed and reviewed by a representative of the MAA Legal Office.

LEASED AREAS

The areas that are leased by the airlines and other tenants, including ticket counters, gate areas/waiting areas, airline clubs, private offices, stores and restaurants are under the control of those parties. Media access to those areas must be approved by the appropriate business.

AIRFIELD ACCESS

Airfield access is strictly controlled. Requests for filming in the aircraft operation areas and near the aprons will be handled on a case-by-case basis. Prior notification is essential to ensure adequate staffing exists to perform escort duties. Requests for access will be accommodated to the extent manpower, operational considerations and safety permit. In the event of an emergency situation or other events that requires the full attention of the Airport Operations staff or Martin State Airport management, a prearranged escort may be cancelled.

Alert I – Fire and Rescue units are notified that a potential emergency exists and standing by to be dispatched if necessary.

MAA OFFICE OF COMMUNICATIONS EMERGENCY PROCUDURES

It is the policy of the Maryland Aviation Administration (MAA) to cooperate with the news media to the greatest extent possible. Our primary responsibilities are safe and orderly airport operations. During emergency situations at Baltimore/Washington International Airport (BWI) and Martin State Airport, the following procedures will serve as guidelines for media access:

MEDIA INFORMATION CENTER

If necessary, BWI will create a Media Information Center. The primary site will be on the Upper Level of the Observation Gallery. If the Media Information Center must be outside the terminal area the primary site will be at Signature Flight Support on Aviation Blvd. (MD-170). Media will be given press passes, which will allow escorted access to the incident site. Press passes will be issued to all members of the working press. Reporters must present identification in order to be issued a press pass.

Stringers, free-lance photographers and videographers may obtain a press pass from BWI by presenting a letter or identification from an accredited news organization indicating that the individual concerned has been commissioned to gather information, photograph or video events at BWI for the news organization.
A valid press pass will have a time and date written on it and a member of the MAA Media Information Center will sign the pass. Press passes will be checked prior to departure to the incident site.

AGENCIES OFTEN INVOLVED IN EMERGENCY SITUATIONS

BWI Operations
The Airport Operations Office assumes operational control of the airport during aircraft emergency situations.

Airline(s)
The involved airline is responsible for providing information regarding passengers aboard the aircraft and any detailed information about the flight, crew and the aircraft. See BWI web site for airline links.

Maryland Transportation Authority Police

The MdTA Police Department is responsible for establishing and maintaining a security line at the incident site and ingress/egress points and patrols the airfield. MdTA police also provide a variety of professional services such as crime investigation.

BWI Fire and Rescue Department
BWI Fire and Rescue is responsible for fire fighting and emergency medical rescue operations at BWI. The Baltimore County Fire Department is the first to respond to Martin State Airport.

National Transportation Safety Board (NTSB)
The NTSB and the Federal Aviation Administration (FAA) are the federal agencies that investigate in an emergency situation. They also take custody of the aircraft and its contents from the time fire and rescue activities are concluded until a full investigation is completed or a release/report is written. Upon the arrival of the NTSB investigating team, MAA Communications staff may assume a support role to the NTSB or the FAA at their request. The NTSB also operates a Family Assistance program Joint Family Support Operations Center intended to provide for the family members of those involved in an aircraft incident.

The Federal Aviation Administration (FAA)
Various branches of the FAA have responsibilities in an aircraft emergency. The FAA operates the aircraft control towers at BWI and Martin State Airport and would control the air traffic during an emergency to permit rescue equipment to proceed to the accident site. Once an alert is initiated, the Airport Operations Center assumes control of the airfield until the emergency has ended.

The Federal Emergency Management Agency (FEMA)
The mission of the Federal Emergency Management Agency is to reduce loss of life and property and protect our nation's critical infrastructure from all types of hazards through a comprehensive, risk-based, emergency management program of mitigation, preparedness, response and recovery.

American Red Cross
The mission of American Red Cross Disaster Services is to ensure nationwide disaster planning, preparedness, community disaster education, mitigation, and response that will provide the American people with quality services delivered in a uniform, consistent, and responsive manner.

US Customs Service
The United States Customs Service is the primary enforcement agency protecting the nation’s borders. It is the only border agency with an extensive air, land, and marine interdiction forces and with an investigative component supported by its own intelligence branch. Customs’ sophisticated aircraft and facilities conduct surveillance, and detect and interdict suspected smugglers day and night, over water and all types of terrain.

Bureau of Alcohol, Tobacco and Firearms (ATF)
In 1978, ATF developed a national response capability to assist Federal, State and local investigators in meeting the challenges faced at the scenes of significant arson and explosives incidents. In this capability, the National Response Team (NRT) consists of four teams organized geographically to cover the United States. Each team can respond within 24 hours to assist State and local law enforcement/fire service personnel in onsite investigations. Although the NRT has been used predominately to assist in the investigation of suspicious commercial fires, it has also been activated to the scenes of criminal bombings as well as explosions at explosives and ammunition manufacturing plants, legal fireworks factories, and illegal explosive device manufacturing operations.

The Immigration and Naturalization Service is a Federal agency within the US Department of Justice (DOJ) that administers the nation's immigration laws.

Washington Metropolitan Area Transit Authority

Metro now offers BWI Express Metro bus service between BWI and the Greenbelt metro station. The service provides a direct connection between BWI and the Greenbelt Metro Station. The BWI Express/B30 service runs every 40 minutes, 7 days a week to the Greenbelt Metro Station, which is located on the Green Line of the Washington Metro System. BWI Express/Metro buses will serve two stops, one at the lower level International Pier and the other is the BWI Business District light rail station. Southbound buses will leave the BWI Business District stop, loop through the airport to the International Pier (lower level) and out Interstate-195 to the BWI Parkway to the Greenbelt Metro Station.





Catch the BWI Express from BWI Airport. There are two WMATA Bus Stops. One is located on the lower level of the International Pier and the other stop is located on the lower level of Concourse A/B. The B30 will pick you up outside at the bus shelter. Follow the signs that say “Public Transit.”
The Greenbelt Metro Station connects to Metro Stations throughout Washington, DC, Virginia, Montgomery and Prince Georges Counties. A route map and schedule is available now on Metro's website, www.wmata.com.


Light RailThe Light Rail Service is provided by the Maryland Transit Administration (MTA) to and from BWI Airport.

Light Rail service is available to downtown Baltimore, Timonium, and Hunt Valley from BWI airport. To go to Penn Station , please exit the train at Mt. Royal Avenue, and take the Penn Station Light Rail. There is only one fare for both trains at $1.60 one way.

BWI Airport has opened a spacious, rental car facility providing one-stop rental car shopping for our customers.  The facility is located at Stoney Run Road and New Ridge Road.  Free shuttle service carries customers to and from the Airport.  Passengers arriving on flights should take the free shuttle from the lower level terminal for a ten-minute ride to the new facility.  When returning a vehicle, look for highway directional signs to the facility. A shuttle will take you to the terminal.  All transactions occur at the new facility.  The new facility has the capacity to accommodate up to ten rental car agencies.
